L'État moderne et ses fonctions

Abstract
The Modern State and its Functions (1889-1890) is Leroy-Beaulieu's magnum opus on the proper role of government. He argues for a strictly limited state that protects persons and property, administers justice, and provides essential public goods, while leaving all other functions — education, welfare, industry, commerce — to individual initiative and voluntary association.
